[DRAFT/WIP] feat(web): add Stovepipe change status UI

Why?

Stovepipe exposes request lists, project status, and history through RPCs, but has no browser view for inspecting them. Add a UI using the components extracted in #842, with the same library/host split as SubmitQueue.

What?

• Add web/stovepipe, a React library with a request list for each configured queue and a change page showing project status, project results, and request history.
• Load status through GetProjectStatusByURI, then use the returned request ID to load history. Change links preserve the exact URI under /<queue>/change/<uri>.
• Request ten configured projects per page and display only entries returned by the backend; pages may have fewer results or be empty. The raw JSON link exports only returned project entries across all backend pages, without display pagination or synthesized entries.
• Provide manual refresh and optional polling, retaining successful sections when a refresh fails on the same page.
• Add a thin Next.js host under web/service/stovepipe for authentication, configuration, server-side RPC transport, and logging, plus TypeScript bindings for the existing API and Bazel build/image targets.
• Add the local Compose overlay and make local-stovepipe-web-start, along with library, component, host, and package tests. Browser coverage is added in [DRAFT/WIP] test(web): add Stovepipe coverage and align E2E suites #838.

Test Plan

Latest validation passed all 31 targets in //web:check plus //web/test/e2e/stovepipe:web_test, including coverage that absent projects are omitted from the table and JSON export.

Frontend and package checks passed as part of the 33-target validation of the rebased stack. On this PR:

For manual review, run make local-stovepipe-web-start, open the printed URL, and sign in with username test and password test (or the configured STOVEPIPE_WEB_TOKEN).

Revert Plan

Revert #838 first if merged, then revert this PR to remove the Stovepipe UI and local host. The shared packages from #842 can remain.
