[FEAT] Single Major version tag #502

Wanted change
Hello, can we have a Single version tags for maximized compatibility between upgrades?
i.e. '31' for latest 31.* release, '30' for lastest 30.*, etc.
Alternitevely it could 'latest-31' to avoid mixing with existing tags on GitHub.
Reason for change
Using 'latest' tag causes upgrade premature upgrades between major versions, when some of the plugins are not yet upgraded for new major release.
Also official NextCloud docker images do have Major version tags.
