docs(aidd-context): ask the project memory for its tickets and hooks - #1066

Two placeholders in the vcs memory template: where tickets live and how to read one, what runs on commit and what runs on push. The ticket-info skill resolves its tool from this memory, and the implement skill commits per task; both depend on the project having answered.

Two things the framework reads from the project memory were never asked for by the template: where tickets live and how to read one (
