fix(vue-virtual): detach observers when the scroll element becomes null - #1353
Let core handle a null scroll-element getter so hiding the container releases its observers. Add hook tests for detachment, reattachment, replacement, disposal and the window variant. Watcher timing is unchanged.

Walkthrough
The Vue scroll-element watcher now calls _willUpdate() when its getter returns null. Lifecycle tests cover observer cleanup and reattachment, element replacement, and scope disposal. The package configuration enables and includes these tests.
The watcher calls _willUpdate() for null values. Tests cover observer cleanup, reattachment, replacement, and scope disposal. Vitest configuration and package scripts include the tests, and the changeset records a patch release.
Observer cleanup is fixed, but reactive consumers can retain the previous scroll element until another notification. This is a bounded correctness issue with a localized fix.

Explanation
Requirement [#1352]: when the scroll element getter returns null, Vue must clear scrollElement and release the scroll/resize observers. Before this PR, the watcher in packages/vue-virtual/src/index.ts called virtualizer._willUpdate() only when the getter returned a truthy element. The PR removes that guard, so _willUpdate() now runs on null too. Core's VirtualizerOptions type already declares getScrollElement: () => TScrollElement | null, so null is a supported input. New tests in packages/vue-virtual/tests/index.test.ts assert that, after the getter returns null, cleanupRect and cleanupOffset each run once, scrollElement is null, and targetWindow is null. Reattachment, element replacement, scope disposal, and the window variant are also covered. Requirement [#1352] for a detached scroll producing no onChange is addressed indirectly: the observer cleanup removes the scroll listener, but no test dispatches a scroll event after detachment. Residual uncertainty: the core _willUpdate null branch was not read directly because the file output was truncated. The test assertions depend on that branch, and the PR author reports that reverting the Vue source fails both null-cleanup tests.

Explanation
All changed files relate to the #1352 objective or its release and test support. The change in packages/vue-virtual/src/index.ts is the fix itself. The tests in packages/vue-virtual/tests/index.test.ts cover the requested lifecycle cases. The package.json, tsconfig.json, and vite.config.ts changes add the Vitest setup and lint and type coverage needed to run and check those tests. The changeset in .changeset/quiet-tables-watch.md is the release note for this patch. No unrelated source changes appear in the reviewed summary or in the changed-file list. The core package is not in the changed files, so no core behavior changed in this PR.
