规范
工具栏按钮按阅读顺序排：主动作（实心）→ 次要动作（导入 / 导出等 outline）→ 刷新 / 列设置（图标）→ 危险操作（清空），不管这一排靠左还是靠右。刷新一律用
RefreshButton图标按钮。写进了pages/AGENTS.md。改了哪些页
带查询区的列表页（用户 / 公告 / 任务调度 / 开放应用…）本来就是这个顺序，没动。
验证
