What changed in this PR
Updates the DTLS reference in wolfSSL’s English and Japanese documentation appendices to RFC 9147, the DTLS 1.3 specification.
Changes:
- Replaces the RFC 4347 link with RFC 9147 in both languages.
- Removes the older supplementary specification PDF link.
