Summary

What:

• List indexed project results from most broken to least broken with project-only continuation tokens, starting with newly processed results rather than migrating older requests.
• Preserve caller-supplied order for targeted requests and detect inconsistent indexed results.

Why:

• Bound listing work to the requested page without historical fallback scans or sorting a non-key database attribute.

Test Plan

• Add unit tests.
• Verify service API and browser pagination against real services.
• Deploy index writers before adopting these readers; no historical population is required.

Revert Plan

• Revert this PR to restore project-ID listing. Keep index maintenance and the additive table in place; authoritative facts are unchanged.

Make the lookup here more key-value based: Get the matching requests, then sort them in the response. If necessary, we could do a separate "broken projects" lookup table that serves as an index to easily get the IDs of the broken ones.
