Let agents commit and open draft PRs on request - #1586

Conversation
The Git and GitHub rule told agents never to commit, push or post without explicit approval, so a request to commit and raise a PR still produced a second round of approval for the diff, title, body and labels. A request to commit, push or open a PR is now enough, and PRs open as drafts by default. Other GitHub posts still need approval first.

Summary
The "Git and GitHub" rule in
AGENTS.mdtold agents never to commit, push or post on GitHub without explicit approval. As a result, asking an agent to commit and raise a PR produced a second round of approval for the diff, title, body and labels before anything happened.AGENTS.md: agents commit, push or open a PR when the user asks for it, and do only the steps asked for. PRs open as drafts unless the user asks for one that is ready for review. Anything on GitHub that affects someone else, such as commenting on, reviewing or modifying someone else's PR or issue, still needs approval of the proposed content first.open-prskill: removed the approval step, added--draftto thegh pr createcommand, and the agent now reports the PR link, title and labels afterwards so the user can ask for changes. The rules for the
