Adds the October 27 GDPR compliance announcement in all 11 languages, using the approved cover image below the introductory paragraph. Updates each localized Help banner to the EU flag, GDPR announcement, and release link.
Also fills the missing October 21 and October 26 changelog entries in nine languages while preserving the existing English and Chinese entries and current navigation layout.
Validation: changelog ordering and maintenance checks; SEO source checks across 1,885 current pages and 29 archive pages; independent review; browser verification of the image, banner, and title/date anchors; local and LAN previews.
