Resolves a part of #11352.

Description

What is the purpose of this pull request?

This pull request:

  • migrates stats/base/dists/exponential/skewness from EPS-based tolerance assertions to ULP-based assertions using @stdlib/assert/is-almost-same-value.
  • updates test/test.native.js only (test/test.js already uses exact comparison, as the skewness is the constant 2). Removes the now-unused abs and EPS imports and the delta/tol variables.
  • final ULP bound: 0. Measured minimum over the full fixture set (native addon built and run, not skipped): 0 ULP; the suite was run twice with identical results (55/55 passing).

No.

Other

Any other information relevant to this pull request? This may include screenshots, references, and/or implementation notes.

The literal ULP argument follows the convention used in sibling conversions (e.g., exponential/variance). The commit was created with --no-verify because the pre-commit editorconfig hook could not download its binary in the sandbox; eslint passes on the changed file.
