🔌 Plugin overview

  • Plugin name: GitHub Copilot (plugins/GitHubCopilot/v1, published as SquaredUp Labs)
  • Purpose / problem solved: Tracks GitHub Copilot across an organization or enterprise:
    • Licences: seats, with last activity and inactive or never-used seats.
    • Adoption: daily, weekly and monthly active users; activity by feature, IDE, language and model.
    • Tokens: prompt and output tokens by client and model, account-wide and per user.
    • Usage by person: AI credits, activity, features used and adoption phase.
    • Spend: AI credit usage by model, split into the part covered by the included credit pool and the part billed.
    • Budgets and cost centers: budget consumption, per-user budget states, and cost center AI credit pool caps.
    • Policies: which Copilot models are enabled.
  • Primary audience: engineering leadership, platform/DevEx teams and FinOps teams managing Copilot licences and AI credit spend.
  • Authentication method(s): GitHub personal access token (classic). Fine-grained tokens aren't supported because GitHub's enterprise Copilot and billing endpoints reject them. Supports both organization and enterprise accounts, and GitHub Enterprise Cloud with data residency (configurable API URL).

Implementation notes:

  • Usage metrics are fetched from report files. GitHub's Copilot usage metrics API returns only signed links to NDJSON report files. Each report stream's post-request script returns the link as the paging context (nextUrl mode), so the platform fetches each file as a further page. Any additional links are queued in the URL fragment.
  • A pre-request script handles the token. It adds the token only for the GitHub API host, and strips it (and the fragment) from requests to the signed report host, which rejects a second credential.
  • Billing periods are fetched the same way. AI credit usage steps through days or months one request at a time, because the billing API returns a single period per call.

Default dashboards

To add. Seven dashboards: Overview, Adoption, Models and Tokens, Billing, plus User, Budget and Cost Center perspectives.

🧪 Test plan

Deployed to a dev organization and authenticated against a live GitHub organization (Copilot Business, organization mode) with a classic PAT.

  • Config validation: all five steps passed (Authenticate, Copilot seats, Copilot usage metrics, Billing, Token expiry).
  • Import: succeeded. 1 Budget was imported (only Copilot/AI credit budgets are kept). User and Cost Center imports returned 0, because the org has no assigned seats and isn't an enterprise.
  • Usage report chain (usageMetrics): the index call returned a signed copilot-reports.github.com link. The file was fetched as page 2 and parsed into 28 daily rows. The test diagnostics confirmed the page 2 request carried only Accept: no Authorization header and no fragment.
  • Per-user reports (userUsage): a real user record was parsed into one correctly shaped row.
  • Org-mode streams returned 200 with correct shapes:
    • userTokenUsage, usageBreakdown (all four breakdowns) and tokenUsage.
    • seats, seatBreakdown and modelPolicies (26 models, including the delegate_to_default state).
    • budgets, and budgetConsumption against the imported budget.
    • aiCreditUsage: last 7 days (8 daily requests), this month, last month, this year and last year (monthly requests), plus the premium request meter.
  • Enterprise-only streams: costCenters and budgetUsers return no rows cleanly in organization mode.
  • Dashboards: checked in the deployed plugin with limited data.

Not yet tested:

  • Enterprise mode: every /enterprises/... path, costCenters, budgetUsers and enterprise pagination.
  • Needs User objects: userSeat, and the user and cost-center picker filters.
  • Needs real data: the token and breakdown flattening has only been run on simulated records, because the test org's reports had no activity. A customer with Copilot Enterprise is testing enterprise mode.

⚠️ Known limitations

  • 28-day window: usage, token and per-user streams read GitHub's latest 28-day reports, which are usually 2–3 days behind. The per-user report can lag further when there's little activity.
  • AI credit usage periods: daily rows only for Last 7 days. This month and Last month are monthly totals, and yearly ranges return one row per month. A stream run is cut off after about 12 seconds, about 16 GitHub requests, so longer daily ranges don't fit.
  • Large reports may time out: a very large enterprise report split across many files could hit the same time limit and return partial data.
  • No remaining-pool figure: GitHub has no API for remaining org or enterprise pool credit. The plugin shows the included vs billed split, budget consumption and cost center pool caps instead.
  • Account-specific streams: Seat Breakdown and Model Policies are organization only. Cost Centers and Budget Users are enterprise only.
  • Not supported: GitHub Enterprise Server, personal Copilot plans, the UI-only token usage CSV, and team-level metrics.
  • Read-only.

Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

Do not swallow a corrupt paging context in pendingLinks.

The catch returns [] when the fragment cannot be decoded or parsed. nextLink then becomes undefined, and paging stops. The stream returns the pages fetched so far as if they were the full report. Nothing signals the missing files.

Throw a descriptive error instead. This stops silent partial data. The same block exists in usageMetrics.js, usageBreakdown.js, userTokenUsage.js and userUsage.js. Apply the same fix in each file.

Proposed fix
 const pendingLinks = () => {
+    const fragment = new URL(context.pagingContext).hash.slice(1);
     try {
-        return JSON.parse(decodeURIComponent(new URL(context.pagingContext).hash.slice(1)));
-    } catch {
-        return [];
+        return JSON.parse(decodeURIComponent(fragment));
+    } catch (e) {
+        throw new Error(`Invalid report paging context: ${e.message}`);
     }
 };

Based on learnings: "Flag JavaScript data-parsing code that silently returns empty/default results or swallows exceptions for corrupt, truncated, or malformed input."

Re the additional review comment on pendingLinks in tokenUsage.js (lines 7–9): addressed in 524b2b7 across all five report scripts (usageMetrics, usageBreakdown, tokenUsage, userUsage, userTokenUsage). The queued-link list is written by the same script on the previous page, so instead of throwing, which would discard the rows already fetched, an unreadable queue now raises a warning: Some Copilot report files could not be read, so this data may be incomplete. A first page with no paging context returns an empty queue without warning.
