ci: send Sourcebot sync requests to sourcebot-private - #30

Sourcebot development, including the workflow that updates the bundled Zoekt submodule, has moved to sourcebot-dev/sourcebot-private. Dispatch zoekt-pr-merged events there and scope the app token to that repo. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

When a PR merges here,
sync-sourcebot.ymlsends azoekt-pr-mergedrepository dispatch to Sourcebot. That triggers Sourcebot'ssyncZoekt.yml, which opens a PR updating the bundledvendor/zoektsubmodule.Sourcebot development has moved to
sourcebot-dev/sourcebot-private, and the publicsourcebot-dev/sourcebotrepo no longer hassyncZoekt.yml(sourcebot-dev/sourcebot#1721). This PR sends the dispatch tosourcebot-privateand scopes the release app token to that repo.Merge after sourcebot-dev/sourcebot-private#58 lands in
