P1 Local transfers cannot start

If a published installation keeps uvicorn older than 0.47, the new >=0.29 minimum accepts it. But GrantServer._start() always passes ssl_context_factory, which was added in 0.47. Issuing a local upload or download grant then fails at startup. Restore uvicorn>=0.47 and update the matching metadata in uv.lock; its newer locked version does not protect published installations.
