Have Dependabot update Rust dependencies - #139

Dependabot updated the actions but not the crates in Cargo.toml, so those were updated only by hand. The cargo entry takes the same monthly schedule, single group and 7-day cooldown as the actions entry. Since Cargo.lock is tracked, Dependabot's default strategy keeps it current; pks, which doesn't track its lockfile, needs `versioning-strategy: increase` instead.
Sort `updates` alphabetically by package-ecosystem, with no blank lines between entries. Dependabot treats each entry on its own, so the order changes nothing, but a sorted list gives each new ecosystem one obvious place to go.
