0.16.0 raised requires-python to >=3.11 (0.15.x is still >=3.10), so cibuildwheel selects no build identifiers for cp310 and the leg fails with "No build identifiers selected". Exclude that one combination, the same way the cedarpy and memory-allocator workflows do for versions that dropped an interpreter.
