4.1.0 reworked scripts/build-wheel.py: the AUSTIN_WHEELS platform table is gone
(Linux release tarballs are derived from the platform tag, and --platform
accepts any tag together with --files), so the riscv64 platform entry the 4.0.0
patch added has nothing left to add and its hunk no longer applies ("patch
failed: scripts/build-wheel.py:53"). Drop it.
The licence-file patch is rebased onto the new write_austin_wheel() signature
(free_threaded keyword, both call sites). The syslog test patch applies
unchanged. Renumber the remaining two.
