0.15.0 dropped requirements-cython.txt: Cython is a [build-system] requirement in pyproject.toml now, which the isolated build installs itself, and upstream's own wheel job runs just `yum install -y zlib-devel`. The unconditional `pip install -r requirements-cython.txt` fails with "Could not open requirements file". Only install from the file for versions that still ship it.
