Upstream rewrote the extension in Rust at 0.8.0 (PyO3 via maturin),
replacing the setup.py+Cython build 0.7.2 used. maturin's own Rust
auto-install (puccinialin) computes the wrong rustup target triple for
riscv64 (riscv64-unknown-linux-gnu instead of riscv64gc-unknown-linux-gnu)
and fails, so install a working toolchain via rustup.rs before maturin
gets the chance to try, the same way build-minijinja.yml does. Also
updates the wheel-contents check for the new _qoi module name (Cargo.toml's
[lib] name / pyproject.toml's module-name = "qoi._qoi"), kept
version-conditional so a future rebuild of the already-published 0.7.2
still works.
