The rule now ships in
symplify/phpstan-rulesunder therector-rulesset, whichphpstan.neonalready includes viavendor/symplify/phpstan-rules/config/rector-rules.neon. So the local copy is removed and enforcement is preserved through the package.symplify/phpstan-rulesto^14.18.2utils/phpstanrule, test and sourcesrules:registration
