docs: Missing Windows instructions for pomerge in translating guide #1861

In documentation/translations/translating.rst, there is a TODO: Provide Windows instructions for the pomerge tool usage section. Currently, there is only a Unix tab.

I would like to add the Windows tab with the equivalent commands to close this gap. I will open a PR shortly.
