Several of our GitHub Actions are out of date. Most urgently, the pinned
astral-sh/setup-uv@v6no longer runs because it requires Node 20. Instead of bumping versions by hand, this adds a Dependabot config to keep them current.There are two ecosystems, each with weekly updates grouped into a single PR:
