refactor(client): cloud account transitions run in one service - #24974
On web, ManagedRelayAuthProvider handled Clerk sign-in, sign-out and account switches inside a useEffect keyed on useAuth state. Refs held the observed account and a promise chain across renders. Relay listing failures were logged from a useEffect in every component that read the listing hook, on both web and mobile. One failed fetch was logged once per reader, and again on every remount.
Change
packages/client-runtime/src/relay/cloudAccountService.ts adds createCloudAccountService. It subscribes to the Clerk instance directly and plans each transition with planCloudAccountStep. It drops credentials synchronously, then runs cleanup before activation in a serialized queue. It never activates an account that was superseded while activating. If an activation fails, it retries on the next emission for the same account.
Web managedAuth.tsx attaches the service to the useClerk() instance from an effect in ManagedRelayAuthProvider. attach returns a detach function, and the effect's cleanup calls it. ClerkProvider creates that instance, so the provider's mount is its lifetime. The service reads the token from clerk.session when called, so the provider no longer subscribes to auth state.
createManagedRelayQueryManager logs listing failures inside the listing effect (logListingFailure). The per-hook log effects in web and mobile managedRelayState.ts are gone.
Mobile's own account-transition migration is a separate unit and is not part of this PR.
What this improves
Sync removed: the web account-transition effect, its refs, and the unmount effect are replaced by a service outside React.
Logging: a failed relay environment or device listing is now logged once per fetch, not once per mounted reader and remount.
Renders avoided: ManagedRelayAuthProvider no longer re-renders on Clerk auth-state changes. useClerk returns a stable instance.
managedRelayState.test.ts gains "logs a failed device listing once however many readers mount it". It mounts two readers on one failing listing and expects exactly one log line. It fails on main, where the query manager logs nothing and each reader's hook did the logging.
The new cloudAccountService.test.ts pins the transition rules: first observation, dedupe, cleanup before activation, sign-out during activation, retry after a failed activation, replacing the Clerk instance, and detach.
Behavior changes
Listing failures are logged through the Effect logger (Effect.logError with message and traceId annotations), not console.error. This applies on web and mobile.
A log line is written for each failed fetch. Before, the hook effects were keyed on the error text, so a refetch that failed with the same message logged nothing, and each newly mounted reader logged the failure again.
Mobile: the shared query manager now logs device listing failures as well. Mobile does not read the device listing today, so in practice only its environment listing logs, and it now uses the Effect logger instead of console.error.

The new log annotation can contain an arbitrary Error.message from Cause.squash, including unbounded or sensitive lower-level failure text. Please log only bounded, safe fields (such as the listing label and trace ID), and retain the original cause separately if diagnostic detail is needed.
Macroscope's review found this PR requires human approval — This PR replaces web cloud-account authentication transitions with a new shared asynchronous service and changes relay failure logging across web and mobile. The runtime/authentication scope is substantial, and unresolved comments identify potentially sensitive raw error data in the new log annotations.

Walkthrough
The PR adds a shared service for cloud-account transitions and uses it for web Clerk relay authentication. It moves relay listing failure logging to the listing source and removes logging effects from web and mobile hooks.
Adds account source, transition step, handler, and state contracts, plus a function to plan steps from account IDs. The relay index re-exports the service.
Adds source attachment, serialized cleanup and activation, sign-in and sign-out handling, retry after failed preparation, and detachment. Tests cover transition planning and service behavior.
Web Clerk integration apps/web/src/cloud/managedAuth.tsx, apps/web/src/cloud/managedAuth.test.ts, scripts/effect-budget.json
The provider attaches a Clerk instance to the service. Service handlers perform relay cleanup and authentication, and the test mock provides useClerk. The effect budget is updated.

The cited Effect-services rule is scoped to server services, so it does not directly govern this client module. Normal relay and session failures already use fixed or categorized messages. However, findErrorTraceId accepts any nonblank traceId found in the cause chain. A rejected token-reader callback can carry an unbounded traceId through ManagedRelaySessionError into Effect.annotateLogs.
Use the existing safe log-attribute helper and omit the raw message annotation.

Problem: the web ManagedRelayAuthProvider drove Clerk sign-in, sign-out and
account switches from a useEffect keyed on useAuth state, with refs carrying the
observed account and a promise chain across renders. Relay listing failures
were logged from a useEffect in every component reading the listing hook (web
and mobile), so one failed fetch logged once per reader and again on remount.
Fix: client-runtime gains createCloudAccountService, which subscribes to the
Clerk instance directly, plans each transition (planCloudAccountStep), drops
credentials synchronously, serializes cleanup before activation, never
activates an account that was superseded, and retries a failed activation on
the next emission for the same account. Web attaches it from
ManagedRelayAuthProvider via useClerk, so the provider no longer re-renders on
auth changes. Listing failures are logged once inside the query manager's
listing effect.
Effects removed: web managedAuth account-transition effect and its unmount
effect, two listing-log effects in web managedRelayState, one in mobile
managedRelayState. Kept: none touched.

ManagedRelayAuthProvider called managedRelayAccountService.attach(clerk) during
render, which subscribed to Clerk from render. attach now returns a detach
function, and the provider attaches from an effect keyed on the Clerk instance
whose cleanup detaches. ClerkProvider creates that instance, so the provider's
mount is its lifetime.
Adds a test that a failed device listing logs once with two readers mounted;
it fails on main, where the query manager does not log.

… service
Problem: CloudAuthBridge handled Clerk sign-in, sign-out and account
switches in a useEffect keyed on useAuth state, with refs carrying the
observed account, the last token provider and a promise chain across
renders. A failed activation (for example a draft restore that threw)
stayed failed until the account id changed.
Fix: mobile now uses createCloudAccountService (added in #24974), wired in
cloudAccountService.ts. CloudAuthProvider attaches it once at module load to
the native Clerk singleton (getClerkInstance with the same publishable key
ClerkProvider renders with), so no React subscription is involved and the
provider no longer re-renders on auth changes. Cleanup before activation,
draft restore, onboarding requests and sign-out clearing keep their order.
Effects: CloudAuthProvider.tsx 3 -> 0 (the transition effect, the unmount
release effect, and the no-config deactivate effect, now a module-scope
branch on the build-time config).
