fix(server): resume long native threads without handoff budget - #24703
Continuing an existing native conversation can fail before the provider receives the request when a pending recovery handoff exceeds T3's remaining handoff allowance, even when its history already exists in that native conversation.
Defer the oversized handoff only when its history is verified in the same native thread. Send the new request and retain the handoff for a later attempt. Rolled-back runs, mixed or unknown native destinations, app-generated items, and unverified omitted history cannot establish that membership.
Observed reproduction
Tested on Linux with a real dev server, the browser client, Codex CLI 0.166.0, and GPT-6.1-Sol.
Complete a native turn that remembers ORCHID-24703.
Through EventSink, prepare a ready handoff containing that accepted user message and set recorded context usage to 15,999/16,000. This deliberately constrained telemetry produces a zero handoff allowance; it does not represent the model's actual context limit or a naturally filled transcript.
Submit: Continue. What token did I ask you to remember? Reply with only that token. Do not use tools.
Repeat from the same saved application state with and without this PR's two implementation files.
Before, using those files from base 8d94203c17, the UI shows a provider handoff error, the continuation fails, and no second provider turn exists. After, using 76e4e34274, the request completes and returns ORCHID-24703.
Persisted state confirms the native thread ID stays 01a192b8-72b4-7e92-b3f5-4a2fffb6fdda. The handoff stays ready, with no delivery marker, after the successful continuation. A control with the handoff item marked system_notice still fails before starting another provider turn.

When a resumed native conversation has no room for the recovery wrapper, start the requested turn against its existing transcript and leave the handoff pending for a later turn with more context.
Implemented With: Codex via GPT-6 Luna on OpenAI through T3 Code
Only defer a handoff when its items are proven present in the same native transcript. Keep handoffs without a delivery record eligible after their originating run completes.
Implemented With: Codex via GPT-6 Luna on OpenAI through T3 Code
Resolve capped handoff item IDs against source history and defer only when each item belongs to an accepted run on the current native thread.
Implemented With: Codex via GPT-6 Luna on OpenAI through T3 Code
A handoff with no selected messages can still be proven to belong to the current native transcript when every omitted item ID resolves to an accepted native run.
Implemented With: Codex via GPT-6 Luna on OpenAI through T3 Code
Continuing a long native conversation could fail before the provider received the new request when its recovery handoff no longer fit. Defer only verified same-thread history, keep the handoff available for later delivery, and exclude rolled-back or app-generated items from the transcript check.
Implemented With: Codex via GPT-6 Luna on OpenAI through T3 Code
Keep main's fresh turn-history read while preserving the native handoff verification and scoped omitted-item lookup.

Provider turn startup checks native-thread history and handoff contents before allowing over-budget delivery to defer. When delivery defers, it returns empty context with no-op effects.

Native input run selection apps/server/src/orchestration-v2/ProviderTurnStartService.ts, apps/server/src/orchestration-v2/ProviderTurnStartService.test.ts
Helpers select accepted runs for the provider and native thread, exclude rolled-back runs, identify mixed or unknown native-thread IDs, and classify native transcript history kinds. Tests cover these selection rules and classifications.
Handoff eligibility and history checks apps/server/src/orchestration-v2/ProviderTurnStartService.ts, apps/server/src/orchestration-v2/ProviderTurnStartService.test.ts
Turn startup checks whether handoff history is represented in the current native thread. Completed source runs with ready handoffs are no longer limited to attachment-free /compact commands. A regression test covers mixed native-thread attempts.
deliverContextHandoffs accepts deferIfOverBudget. For eligible handoffs that exceed the budget, it returns empty context with no-op effects. A test verifies that injection and persistence are not called.
pingdotgg/t3code#24579 — Both PRs change provider handoff delivery for context-budget overflow. PR #24579 adds a delivery planner and native-thread replacement path.
pingdotgg/t3code#24720 — Its orchestration changes implement the same deferIfOverBudget input and native-thread history checks.
pingdotgg/t3code#24172 — Both PRs use native provider history to determine whether conversation context is present.

Normalize the nullable native-thread ID.
runningProviderThread.nativeThreadRef?.nativeId can be null, but nativeInputRunIdsForThread accepts only string | undefined. CI reports TS2322 and cannot complete typechecking. Convert null to undefined at this call.

Accept the optional provider-thread ID in the membership predicate.
An omitted source item can have an optional providerThreadId. The predicate requires that field, so its call at Line 1199 fails typechecking with TS2345. Make the parameter optional. The existing equality check will still reject an item without a matching provider-thread ID.

Test mixed-native deferral through the service.
The helper assertion does not verify that ProviderTurnStartService applies this result before handoff delivery. Add a service-level case with an over-budget handoff from a run accepted on multiple native threads, and assert that the service does not take the deferred delivery path. Keep the helper assertion as focused unit coverage.

Exclude runs with an unknown native destination from verified history.
If an accepted legacy attempt has no nativeThreadId and a later accepted attempt for the same run has the current native ID, this helper ignores the legacy attempt. itemIsInNativeThread can then accept a handoff item from that run even though its destination is unknown. If the handoff exceeds the budget, delivery can be deferred without supplying that item. Treat a run with both unknown and known accepted destinations as unverified unless item-level evidence establishes membership. This is distinct from the previously addressed case of two known native IDs.
As per coding guidelines, “A message that reaches HTTP, RPC, persisted state, or the UI is behavior.”
