fix: standardize skill sources and restore documentation checks - #21
Composer skill trust listed individual Fast Forward dependencies and omitted the framework's own payload. The PHPDoc configuration also tried to load an autoloader inside the installed DevTools package, while the provider guide used PHP domain directives unavailable in phpDocumentor.
Use fast-forward/* with trusted-replace, keep auto-sync: true, and register resources/skills without a package override. The Changelog GitHub source discovers its declared payload without a redundant skill allowlist and resolves stable 0.4.x tags through ^0.4.0. The schema is pinned to the verified installer version. Add a project PHPDoc configuration using the consumer autoloader and render the provider guide with supported reStructuredText. Update contributor guidance and add an independent patch fragment.
Validation on PHP 8.5.12: complete composer dev-tools passed (Rector, PHPDoc, style, reports, metrics and API/guide documentation); 3 tests and 80 assertions passed with 100% source-line coverage. The phpDocumentor 3.10.0 executable was prepared through the approved shim plugin with its PHAR signature verified. composer skills:update synchronized 15 skills, including the local framework skill. Composer strict validation, fragment validation and whitespace checks passed. Generated tooling output is excluded from the change.
This configuration is being aligned across the Fast Forward component repositories; the Changelog repository uses only its local source to avoid duplicate donors. No merge or release is included.
Review follow-up: normalize CRLF before extracting the PHPDoc header; the actual configuration produces identical header rules from LF and CRLF fixtures, and normal commit hooks passed.
Updated provider-guide formatting and added contribution instructions for PHPDoc and documentation checks.
Developer Tools
Added PHP-CS-Fixer configuration and enabled PHPDoc checks that use the project autoloader when DevTools is installed as a dependency.
Skill Sources
Updated Composer skill-source configuration to include local framework skills and refresh the Changelog skill source.
Chores
Excluded the PHP-CS-Fixer configuration from exported archives.
The pull request updates Composer skill sources and trust settings, adds PHP-CS-Fixer configuration and related contribution instructions, and changes provider documentation to use supported reStructuredText.

framework-skill-sources.md — changed, patch
Trust Fast Forward Composer skill donors through `fast-forward/*` and register the framework's bundled consumer skill as a local source for synchronization. Allow Changelog contributor skill updates within the stable `0.4.x` release line. Load the project autoloader for PHPDoc checks when DevTools is installed as a dependency. Render the provider guide with supported reStructuredText instead of unavailable PHP domain directives.

Consumer reconciliation and legacy skill audit — 2026-10-25
This is evidence and a migration plan, not a code publication or approval to delete .agents. This PR is already merged; it will not be reopened. No framework PR is currently open. The current main observed for a future independent cleanup is ca3f20bbdb7ccaab9e41caf07ad433db98dbd4b5. The audited checkout is this PR's head 25a509485f0b9611d843399af5a076ce15c4aba9.
Installed provenance and boundaries
Installed fast-forward/dev-tools v1.26.0 resolves to 1e2be555. It has no extra.skills.source donor declaration. Its legacy skills are tracked relative links into vendor/fast-forward/dev-tools/.agents/skills.
Installed llm/skills 1.15.0 resolves to 3ee0a545bf3ab77591fd9c35f0317191d78203c5. Its presence does not mean the DevTools maintenance skills have been installed through it.
There are nine tracked legacy skill links and twelve tracked role files (eleven prompts plus README), all resolving into the installed DevTools package. Roles are a separate surface and must be preserved.
Fifteen ordinary generated skill directories are present: thirteen Composer library donors, this repository's local donor, and Changelog. They are ignored by the existing /.agents/ rule. The generated framework payload equals its canonical resources/skills/fast-forward-framework source.
All six installed fast-forward-changelog files match the published donor at v0.4.0 / db4a939e, verified by Git blob hashes. This is payload provenance, not evidence that every legacy command remains valid.

Only removal candidate for the current fragment workflow. The legacy skill teaches internal DevTools commands/Unreleased, while the root contract uses standalone fragments. Do not remove yet:changelog-maintainer.md still declares the old primary skill. Coordinate that role migration with the DevTools owner first.

The eight namespaced candidates are actually packaged under resources/skills at DevTools #376 head 4f3cf005. Merely finding their names is not semantic equivalence, a published version, or installation evidence. Existing roles reference these legacy names, including the issue, review, testing, documentation and style roles.
The installed DevTools Composer plugin runs dev-tools:sync on post-install/post-update, and its ordinary sync queues both legacy skills and roles. Deleting a link before reconciling that lifecycle can recreate it on the next install. No link or role was removed during this audit.
Framework style behavior that must survive Code Standards adoption
This PR's .php-cs-fixer.dist.php loads the project autoloader rather than a nonexistent nested DevTools autoloader. It uses the consumer root and the existing tooling exclusion set, disables risky transformations, preserves phpdoc_to_comment: false, adds missing parameter annotations and orders tags as param/return/throws.
Unlike the twelve component profiles, the framework also enforces header_comment from .docheader, after declare(strict_types=1), with CRLF normalization and existing year substitution. This is an override to preserve, not a file to remove on the assumption that the future external tool has identical defaults. ECS and Rector currently come from DevTools; this PR did not introduce project-local ECS/Rector configurations.
Planned changes and scenarios — not executed in this audit
Receive a usable, published Code Standards 0.x contract from its owner, including exact version/commit, runtime and CLI/configuration contract. Do not add a nonexistent version to any consumer.
Reconcile against current main; use an existing open PR for the same cut. This merged PR stays closed. Record per-file equivalence before removing any profile or legacy link.
In an isolated consumer, test install/sync/update/removal, compare the complete generated skill payload with the published donor, and prove that old links are not recreated. Preserve roles, local content, ignored generated directories and canonical resource payloads.
Verify the framework header override, PHPDoc rules, exclusions and all existing failure policies using the new tool, then run complete validation and contribution checks on the final candidate.
Only then prepare a narrowly scoped cleanup/migration through the existing final-SHA review gates. Publication in this queue is currently held; no hook bypass, alternate pipeline or retry around that hold is authorized.
Current blockers are internal dependencies, not a new human decision request: a Code Standards release contract has not been supplied to this consumer queue; eight maintenance replacements are not installed; and the Changelog role/sync lifecycle still depends on the legacy surface. This audit made no repository code change, ran no new installation or behavioral suite, created no new initiative/card, and performed no commit, push, merge or release. The earlier nine repair commits retain their separately recorded full validation and normal-hook evidence.
Local Changelog-only follow-up — executed 2026-10-25
The supplier-side primary-reference migration is already implemented at DevTools #376 head 4f3cf005: primary-skill: fast-forward-changelog, independent fragments and explicit publication boundaries. No duplicate supplier patch was authored. The installed framework role still comes from DevTools 1.26 and remains unchanged.
A disposable consumer fixture copied that exact candidate role and required only llm/skills:1.15.0, with auto-sync, a Changelog source pinned to the verified published v0.4.0, and one synthetic consumer-owned skill/role. It did not install DevTools or modify framework main.
Scenario actually executed
Result
Normal Composer install, approved LLM Skills plugin enabled in the disposable project only
Passed; auto-sync installed the local sentinel and fast-forward-changelog, without changelog-generator.
composer validate --strict
Passed.
composer skills:update --no-interaction
Passed; no legacy link, roles and consumer-owned source unchanged.
Second normal composer install --no-interaction from the fixture lock
Passed; auto-sync preserved the same state.
Second explicit skill sync
Passed; same six-file Changelog payload and unchanged role/source hashes.
Candidate role's relative primary-skill link
Resolves to the installed fast-forward-changelog/SKILL.md.
Complete fixture Changelog payload versus the previously verified published donor
All six files equal.
Separate negative control using the real installed DevTools 1.26 skills command
Recreated all nine legacy links, including changelog-generator. The positive fixture was not contaminated.
Not installed in the Changelog-only fixture; full role dependency closure is not proven.
These are installer/primary-reference lifecycle results, not a complete framework adoption or supplier release test. The synthetic fixture and executable verification remain local; no code was committed or published.
Exact remaining contract blockers: the framework's installed DevTools 1.26 still recreates the legacy link, while the candidate role also renames its supporting GitHub skill. The custodian needs to supply/reconcile the supported role distribution and sync lifecycle for the consumer's selected version. The consumer must then test that actual distribution and complete role dependency closure. This isolated Changelog cut does not wait on Code Standards; it waits on these narrower supplier/lifecycle contracts.
No framework link, role, own content, configuration or main commit was removed or changed. No generic .agents cleanup, new PR, hook bypass, pipeline release, merge, global installation or code publication occurred.
Consumer continuation — 2026-10-26
Reconciled: all fourteen consumer alignment PRs are now merged. Their recorded heads still match the original alignment/nine corrective commits. This PR remains closed; no consumer PR was reopened or recreated. Framework remote main was observed at 1f1622b0539aab849cdf7583ae11da85bcfcd2a2; its contributor contract, skill sources and development dependency declarations were read. The existing local framework checkout remains clean.
Legacy lifecycle: the installed framework tool remains DevTools v1.26.0 at 1e2be55575b533b9dc5739d8517dcb2bb4d72a98, with LLM Skills 1.15.0. The tracked Changelog role/link still resolve to the legacy changelog-generator route. DevTools #376 remains open at 4f3cf00517fb64adbaa26689b64431d27b40266d; the role migration in that candidate is not an installed replacement here. The earlier synthetic lifecycle results remain historical evidence from 2026-10-25, not a claim that the temporary fixture was rerun today. No legacy role/skill or owned/generated content was removed.
New usable release evidence:Code Standards v0.2.0 is published and appears in Packagist, resolving to d7ee6d191c293a1769931ae5535228a4539808fb. The earlier “no delivered 0.x version” blocker is therefore superseded. Its policy still does not claim complete ECS/Rector/PHPDoc extraction parity or authorize automatic consumer replacement.
A bounded native configuration probe was implemented locally, using the published 0.2 configuration factory and the existing ECS 13.3.9/PHP 8.5.12 installation. No new tool/dependency was installed and no supplier checkout was changed. The copied factory is byte-identical to published Git blob 81d6701c62f90dfba98c09e187c75f8365794eee; its MIT license was retained with the fixture.
Executed and passed:
Native ECS style check/fix on one generated PHP fixture, serialized rather than running broad consumer checks under the Mac's high load.
Read-only checks leave both positive and negative inputs unchanged.
Header after strict-types declaration, CRLF normalization and current-year substitution.
Missing annotation added for an untyped parameter; the existing default only_untyped: true behavior does not duplicate a typed parameter annotation.
Meaningful in-body PHPDoc and @return void preserved.
Second check/fix passage byte-stable.
An isolated negative case removes only the header from valid output and requires the emitted HeaderCommentFixer diagnostic without a tool error.
Important override detail: native withSkip() replaces the whole skip list. The probe explicitly retained the four skips in the 0.2 factory before adding PhpdocToCommentFixer; blindly setting only the latter would discard the preset's preservation policy. This is a consumer integration detail, not a supplier patch request or a new configuration DSL.
An independent read-only review identified the initial ambiguity of conflating missing-header and missing-parameter failures. The fixture was corrected to isolate the header, rerun successfully, and the reviewer confirmed that finding resolved. Reviewed artifact hashes: ECS override 8d061f8fb3ef3c02aba7cd3172a11dd33682aa537adea935146b83c532ec45f6; verification harness e89d64e4c5cea068d74c4dea01fbeecf24658e98bea18dcb3f50c8b18a76973a. Final generated fixture SHA-256: 55dd190298198d6bac8bf353f6a5e73384e2dff2f6b5c5cd0ad8c90c701afd6f.
Not proven/executed: installation or execution of the published Code Standards CLI, its tracked/changed-file scope, PHP 8.3 execution, all legacy normalizers/Rector transformations, full framework validation under a migrated toolchain, or real framework role/sync adoption. The local probe does not justify deleting the framework profile or changing its checks. Its source files are preparation artifacts, not published product code or a reviewed consumer commit.
The remaining work is the exact policy/scope/runtime comparison and supplier role/sync dependency closure, followed by the existing valid publication flow. No new generic human approval is requested. No Code Standards source, Container #48, financial pilot, production runtime, NoM pipeline control, credentials, permissions, consumer commit/push/PR, remote CI, merge or release was changed.
