Related Issue
Closes #145: supersedes the DevTools-owned changelog-writing guard task by removing its writer/domain and adopting the external lifecycle's verified baseline and managed-head policy.
Closes #243: supersedes the DevTools-specific Unreleased readiness heuristic and dispatch-prompt task. The selected external lifecycle prepares its version PR directly from independent fragments. This PR does not implement the proposed fixes/count thresholds.
Related only: #197 (scoped shim distribution), #238 (release-safe refs across all automation) and #240 (organization-wide automation extraction). Their remaining scope is not delivered here. php-fast-forward/changelog#1 is the already closed external-package extraction contract.
Motivation / Context
Fast Forward Changelog becomes the sole owner of fragment authoring, validation, release planning and publication policy. DevTools consumes the external lifecycle and distributes its caller and licensed skill.
Changes
Selected runtime verification (2026-10-20): latest stable v0.3.0, full tag and v0 channel commit 85474de5a16bb08f83c9f30e0ed72f331a210f07. The workflow follows @v0 by explicit owner choice. The complete six-file bundled skill matches that release byte for byte. Per owner instruction, local examples use cpx --skip-local fast-forward/changelog without a version constraint; the tested release is recorded here as validation evidence rather than frozen into ongoing documentation. The official caller now enables publish:true itself; this repository's caller needs no input/event/permission changes.
Verification
Documentation / Generated Output
README, usage documentation, agent guidance and consumer assets reflect direct use of the external package. The DevTools workflow is an event caller with no workflow_call interface. Correct immutable references continue to refer to their own commit; incompatible current-branch calls fail.
Changelog
One major-impact integration fragment plus the independently preserved pending documentation fragment. No new Unreleased section.
Reviewer Notes
The inventory found 44 verified remote tags with existing GitHub Releases and five additional documented versions whose remote identities/dates remain unverified: 1.0.1–1.0.4 and 1.2.2. Their historical notes remain preserved. No missing-Release creation is planned.
No merge, direct tag creation/move, Release creation or historical Release-body update has been performed during this task. Automatic tag and Release publication is explicitly authorized through publish:true after the reviewed managed version PR is merged; no second per-release permission is required for that configured operation. The workflow does not merge PRs itself. Historical publication changes remain a separate operation.
The central-history maintenance grant uses the upstream verified human maintain/admin mechanism, not a label-only bypass or fabricated Bot evidence. Current HEAD: 9d85036. Required checks, reviews and threads must be assessed again at the final published HEAD.
The compatibility suggestions in the automated reviews were assessed against the owner's explicit full-replacement decision and are intentionally not applied. Findings tied to the removed command bridge are obsolete; the contributor guide now uses direct external fragment commands.
Review refresh (2026-10-20, unchanged HEAD 39ee447): the four remaining threads were checked against the approved scope. SHA pinning instead of @v0, disabling publication in either caller, and retaining a conflict-workflow retirement entrypoint are intentionally declined. Automatic publication remains enabled in both the repository and consumer template. Independent review found no additional applicable correction. All four required checks pass (PHP 8.3/8.4/8.5 and actions analysis); the changelog check, reports, wiki preview, dependency health, CodeQL and CodeRabbit status also pass. Actionlint was rerun successfully. The linked-issue warning asks for superseded local behavior: #145 and #243 close on merge as superseded tasks, not as implementations of their former acceptance criteria.
Latest-release follow-up (e345ffd): refreshed the upstream skill and runtime examples to 0.3.0. Exact published runtime check, format --check, status, version preview and applied consolidation passed in a disposable canonical-origin clone. The next version is 2.0.0; all 49 historical sections and existing footer link bytes remain intact, with exactly one new comparison link at the top, no Unreleased section, verified inline PR #371 and no invented PR origin for the unmerged integration fragment. Only the two accepted fragments were consumed in that disposable clone. Five focused workflow tests / 14 assertions, actionlint and diff checks passed; the previously described local notifier warning remains. New-HEAD remote checks must finish independently.
The v0.3.0 Actions event-policy guide identifies a separate administration prerequisite for public repositories. The read-only API inspection returned no configured repository/parent policies, which does not exclude GitHub's built-in pull_request_target evaluation. Inspect the exact caller in Settings / Actions / Policy insights before the announced 2026-11-02 enforcement; successful contribution checks alone do not prove publication-event permission. No repository administration policy was changed and no publication was attempted. The owner authorized merge only if no adjustment was needed; this follow-up required a skill/documentation refresh, so the PR remains open for review.
Documentation follow-up (9d85036): README, contributor guidance, AGENTS and local-command guides now use the unversioned CPX package command. Ongoing documentation links use the canonical repository or selected v0 channel. Independent documentation review and git diff --check passed; workflow configuration, skill payload, fragments and historical notes are unchanged by this follow-up. Remote checks restart at this HEAD.
