feat(system-builder): conditions that end at a rest (4f4b)

The CONDITIONS page's ENDS gains AT A REST (in place of the disabled 'coming' option), with the rests that end the condition ticked beside it: the rests that are on, and a picked one since turned off, marked OFF so it can be unticked. 'Pick at least one rest' until one is. The same setting as WEARS OFF on the RESTS page.
