feat(system-builder): the builder's RESTS page (4f4a)

Approved mockup docs/mockups/builder-rests.html (2026-10-09). RESTS sits on the rail between CONDITIONS and TRY IT.

• The list: the standard four with switches and a system's own (+ REST up to 12, DELETE after asking).
• Each rest: its name (the standard name as placeholder), ALSO COUNTS AS (rests that are on; one that would loop greyed), REFILLS (the refills of rests it counts as shown first; what, how, amount, and a track in a two-track system; what it can refill comes from the sheet the server previews; one naming something gone said so), and WEARS OFF (the same switch as AT A REST on CONDITIONS).
• The Switch from ConditionsPage is shared.

The mockup's ON THE SAMPLE box comes with TRY IT's CALL A REST (4f6), which needs the same server preview of a draft's rest.
