The "Denied - ..." scenarios in vap-access-control.feature intermittently failed on HA (multi-replica) control planes with "expected apply to fail ..., but it succeeded". ResourceApplyAsUserFails waited for ValidatingAdmissionPolicy enforcement with a server dry-run poll and then fired a single real apply. VAP binding enforcement propagates per kube-apiserver replica and is eventually consistent, so the dry-run could be served by a replica that already enforces the binding while the real apply is load-balanced to one that has not caught up yet, admitting the resource and failing the assertion. Keep the (cheap, non-persisting) dry-run wait and replace the single real apply with a bounded retry loop: succeed as soon as the real apply is denied with the expected message; if a request slips through the propagation window, track the admitted object for cleanup, delete it, and retry until enforcement converges or the step timeout elapses. cleanup loop to include a timeout based on the time remaining until deadline,
clamping it to at least tick. This ensures the kubectl delete invoked through
k8sClient cannot block past the step’s deadline.

The ResourceApplyAsUserFails cleanup loop used a blocking kubectl delete (default --wait) without a timeout. The "Denied" scenarios apply a ClusterExtension, which carries a finalizer, so a slipped-through apply could make the delete wait on its controller and push the step past its deadline (checked only after the delete returns). Pass --timeout set to the remaining budget (clamped to one tick); a timed-out delete returns non-nil, so pendingCleanup stays set and the removal-confirmation invariant is preserved. 🟡 Minor · Bind each retry apply to the retry deadline. · steps.go:515-557
test/e2e/steps/steps.go:515-557
🩺 Stability & Availability | 🟡 Minor | ⚡ Quick winBind each retry apply to the retry deadline.
After an admitted apply is deleted, the new loop can start another apply before
deadline. The E2E runner supplies Godog's defaultcontext.Background(), and this apply has no request-timeout argument. If it blocks pastdeadline, the timeout check cannot run until the command returns. The base implementation made only one real apply, so this additional overrun path is introduced by the retry.Suggested fix

Description
The
Denied - ...scenarios intest/e2e/features/vap-access-control.featureintermittently fail on HA (multi-replica) control planes with:Root cause
ResourceApplyAsUserFails(test/e2e/steps/steps.go) waited forValidatingAdmissionPolicyenforcement using a server dry-run poll and then fired a single real apply.ValidatingAdmissionPolicyBindingenforcement propagates per kube-apiserver replica and is eventually consistent. On an HA control plane the dry-run can be served by a replica that already enforces the binding, while the subsequent real apply is load-balanced to a replica that has not caught up yet — so the resource is admitted and the assertion fails. This never reproduces on single-apiserver kind clusters, which is why it only shows up on HA CI.Fix
Keep the cheap, non-persisting dry-run wait, and replace the single real apply with a bounded retry loop that:
--ignore-not-found --wait=false, namespace-aware), and retries; This converges once enforcement is consistent across all replicas, without leaking a persisted resource or reporting a false positive.
