implement catalogd graphql service endpoint #2728

implement a feature-gated graphql service endpoint to catalogd, extending the existing HTTP API services.
Bonus points if the feature is capable of self-deriving graphql schemas from FBC dynamically, so that FBC evolution is decoupled from the service.
