Add nmstate templates and a baremetal nmstate scenario - #2203
The scenarios inherit the os-net-config format template from base, so edpm_network_config_tool: nmstate hands an os-net-config config to the system-roles network role and nothing gets configured.
Add the nmstate-format single_nic_vlans sample and a nmstate_baremetal scenario, and align the existing nmstate scenario with it: nic aliases, state: up on the ovs-bridge, MTU on the physical NIC, and loop over the route lists instead of reading attributes off a list, which rendered an empty destination and next-hop-address.
Added sample configurations for bare-metal nmstate networking and single-NIC VLAN setups, including DNS, interface and bridge settings, MTU configuration, and host routes.
Added a Kustomize component to apply bare-metal networking settings to node sets.
Updates
Updated the nmstate sample to configure nic1 and generate routes from control-plane and network settings, supporting alternate route field names and configurations without routes.
Removed automatic creation and configuration of a second compute node from the sample.
The changes update an nmstate sample and add a bare-metal DataPlaneConfig sample and a single-NIC VLAN template. The templates configure physical and VLAN interfaces, DNS, MTUs, and control-plane and per-network routes.
The template uses nic1 for the physical interface and bridge port. It generates control-plane and per-network routes with fallback route fields. The Kustomize patch that copied and modified a node set is removed.
The sample defines nmstate networking, MTUs, DNS, VLAN interfaces, routes, and Ansible defaults. The Kustomize component copies the sample’s Ansible variables into OpenStackDataPlaneNodeSet resources.
The sample is mergeable with awareness that string-valued MTUs can cause rendering failures or incorrect MTU selection. Normalize MTUs before comparison; numeric inputs avoid this bounded issue.

matching kustomize scenario for baremetal prep targets:
The matching nmstate format templates live in openstack-operator's
config/samples.

Template rendering may fail, or the physical NIC and bridge may receive an MTU too small for a configured network.
