We discovered that the quay.io/podified-master-centos9 images don't work
for a lot of the services. So a new "consistent" tag was created for
images in quay.rdoproject.org/podified-master-centos10. This is probably
the best default image for CloudKitty we have, so we decided to move the
defaults to that.
