Promotes openlayer-ai/openlayer-python main to the staging trunk (cee38ac).

Merge with a merge commit — do not squash or rebase. Squashing rewrites the commits and forks the trunks; the next back-sync and promote refuse until repaired by hand.

After merging, release-please opens the version PR on this repo; merging that one tags and publishes.

Commits

  • cee38ac feat(governance): add the governance write endpoints and generate governance SDK methods
  • c22edc1 docs(closes OPEN-9410): expose the governance framework endpoints
  • 45d2046 ci(stlc): back-sync pushes staging main as the automation identity

Staging main is getting a pull-request rule whose only bypass is the
automation's repository role. The back-sync job pushed with GITHUB_TOKEN,
which cannot be a bypass actor (GitHub Actions is not an org-owned app), so
push with PRODUCTION_REPO_TOKEN (the service account) instead. Token pushes
also trigger seal-dispatch, so the config repo re-seals immediately after a
back-sync rather than at the next scheduled run.
