This upgrades only init; the subsequent analyze step remains pinned to v4.38.1. CodeQL explicitly does not support mixing action versions in one workflow, and its version validation can error when analyze loads initialization state written by a different init version, so this can break every CodeQL run after the update. Update github/codeql-action/analyze to the v4.38.2 SHA as part of this bump. CodeQL Action changelog

Fixed the CodeQL failure by updating init and analyze together to the same reviewed full SHA for v4.38.2. The original job failed because its configuration was created by 4.38.2 but read by 4.38.1. This PR now supersedes #4024. Permissions, scanned languages, and SDK code remain unchanged. Upstream release/tag and changes reviewed; two consecutive independent clean review rounds completed. Watching fresh CI, including the prior unrelated Castiron temporary-directory cleanup failure. |

Approved after review of 3270213 and green exact-head CI. Both CodeQL steps now use the same verified immutable v4.38.2 SHA, fixing the demonstrated mixed-version configuration failure. Upstream changelog and changes reviewed. Workflow permissions, language selection, release boundaries, SDK code, and published dependencies remain unchanged. All CI checks pass, including CodeQL, Python 3.10/3.14, HTTPX2, build, lint and policy/custom-code checks. Two consecutive independent clean review rounds; merging current main preserved the reviewed patch ID. Supersedes closed #4024. Ready for normal protected merge.

Current scope
Update both CodeQL init and analyze to the same reviewed v4.38.2 SHA. Updating only one step caused a configuration-version mismatch. This supersedes the separate analyze PR #4024. Workflow permissions and SDK behavior remain unchanged.
