P1 Badge Keep all CodeQL action steps on one version

init still runs v4.38.1 while this analyze step runs v4.38.2. The init action writes the database/configuration using its bundled CodeQL version, and CodeQL requires subsequent action steps in the job to use the same version; this version skew causes the CodeQL job to fail with a configuration-version mismatch, leaving every pull request and main push without a completed security scan. Update init to the same v4.38.2 SHA in this change.
