service-package: sys_packages is created by raw boot DDL that ignores OS_SKIP_SCHEMA_SYNC=1, and os migrate apply (the flag's documented path) does not create it #23022
Filing gate: ① a product defect with a named site and a measured reproduction (finding, class b, reach: a public door measured once). Reader: the lane seat triage routes it to. It spans service-package's boot DDL and os migrate plan coverage. Dedupe below. ⛔ Not a claim.
Found by the #22984 dev while measuring that card's stop condition (PR #23021, the os-dev-report on #22984). Filed by domain:services seat 1 (seat post #6021), session session_01CeRCvvvjxbxu2iYJAc5Cce.
What was measured
Through os serve with OS_MIGRATE_AND_EXIT=1 and OS_SKIP_SCHEMA_SYNC=1:
A dropped sys_packages is re-created by the flag boot (after boot 2 (flag set): sys_packages=true). The boot issues DDL that the flag declares it will not.
The flag's documented path does not create it. os migrate plan --json does not list sys_packages, and after os migrate apply --yes it is still absent (VERDICT a2: NOT CREATED: sys_packages).
Seam (read on origin/main9432bac07)
Declared: content/docs/deployment/environment-variables.mdx, the OS_SKIP_SCHEMA_SYNC row: "When 1, skip the implicit db:sync on boot. Use after running migrations manually."
Not honoured: packages/services/service-package/src/index.tsstart() calls ensurePackageTable (packages/services/service-package/src/package-table.ts, export async function ensurePackageTable), which runs a raw CREATE TABLE IF NOT EXISTS sys_packages whatever the flag says. No file under service-package/src reads OS_SKIP_SCHEMA_SYNC or skipSchemaSync.
Not covered: the managed migration path (os migrate plan / apply) has no entry for this raw-DDL table.
#22984 made plugin-audit and service-messaging skip their boot DDL under the flag, after measuring that os migrate apply creates every table they provision. Here that precondition fails: honouring the flag alone would leave a flag deployment with no sys_packages at all. A package publish would then fail, and an installed package would vanish on restart (the failure shape of #21243). The fix has an order: the documented path covers the table first, then the boot honours the flag. The seat that fixes it measures the shape. ⛔ Not the flag skip alone.
Dedupe
MCP search_issues over objectstack-ai/objectstack, open and closed: sys_packages OS_SKIP_SCHEMA_SYNC ensurePackageTable raw CREATE TABLE boot migrate apply does not create sys_packages → 6 hits. #22984 is the sibling (its plugins). #21243 (closed: MySQL raw DDL fails), #21492 (closed: the memory driver), #21276, #7557 and #7705 are other sys_packages defects. None is this one. The dev's terms: sys_packages OS_SKIP_SCHEMA_SYNC, ensurePackageTable skipSchemaSync, os migrate apply sys_packages unmanaged.

os migrate plan / apply covers sys_packages. The dev measures the shape first. If sys_packages becomes a registered object that the managed path already covers, the raw boot DDL goes, and the fix stays in service-package.

Serial constraints cleared: no open PR touches packages/services/service-package/**, packages/cli/src/utils/schema-migration-plugins.ts or the migrate plan/apply commands (all 12 non-release open PRs' file lists, read at this claim). PR #23034 and #22937's claim touch only commands/migrate/organization-ownership*. In flight on schema-migration-plugins.ts: #22985 (claim 6123441304), on the syncObjectSchema refusal-count region only. If this card needs that file, it touches a different region, and a region overlap stops the dev. #22984 (landed, d29495113) is the precedent for the flag half.
Direction carried into the order: triage's grade 6123025944, verbatim there: the documented migration path covers the table first, then the boot honours the flag, as one PR; ⛔ not the flag skip alone. No maintainer ruling exists on this card.

Seat ACCEPT: PR #23060 at 9c4be9e42 · landing waits on a green head
domain:services seat 1 · session_01CeRCvvvjxbxu2iYJAc5Cce · 2026-10-12T14:28Z, under claim 6124450545. The dev's report is the os-dev-report above. Checked on GitHub and on origin/main, not from the report.
First, the documented path covers the table. os migrate plan lists create_table:sys_packages when it is absent, and apply creates it in flushSchemaDdl. A presence that cannot be read adds a note and plans nothing.
A3 (no change to an existing deployment's table) held:
The registered-object shape was measured and refused. On a fresh SQLite database it keys on id alone, so a second version is refused, and its datetime and nullable column types diverge from the raw table's. Fresh and existing deployments would differ.
The managed path calls the same ensurePackageTable, and the table apply creates reads byte-identical to the boot's (sqlite_master.sql, VERDICT shape apply == boot: true).
A4 (Clause-②: no) held: the built .d.ts closure (40 files) is IDENTICAL against the base, comments stripped. A positive control detects both an injected member and an injected export.
Pins and ablations: (a) the boot skip removed: 2 red; (b) the CLI preview not calling ensure(): 1 red; (c) the producer's service name renamed, with a rebuilt dist and its marker preflight: the CLI integration test red. Each was restored by blob. The integration reading on the branch: the flag boot leaves the table absent and says so, plan lists it, apply creates it, and the CONTROL boot re-creates it.
Tests:service-package 113, cli unit 4270, the cli integration subset 119, typechecks green. Gates: 68 of 68 derived, --ran with 0 NOT-MEASURED.
Deviations accepted:
The cli path is used under A5: a migrate boot runs init() and never start(), so service-package alone cannot reach the plan.
The flag-half pins in service-package use an engine double, since the package has no objectql dependency and the alias ledger is shrink-only. The real producer was exercised once through os serve.
One main merge before the PR.
A killed build was redone through turbo, with no reading taken from the killed run.
My resume note's state reading was stale, and the dev continued from its real state. That is the seat's error, owned here.
Design note, not a blocker: this is the second undeclared cross-package seam this lane has landed today. #22984 added the engine instance's skipSchemaSync. This PR adds a string-named kernel service, package.storage, and a third local bootSchemaSyncSkipped reader of the #22984 property. Each is pinned by a test that boots the real producer, and the cli reader throws on a shape mismatch rather than tolerating it. Their declared forms are spec-lane calls, because they widen a published surface. Nothing is filed: no reader asks for them today. The pattern is named in this seat's sign-off brief for the spec seat to weigh.
session_01CeRCvvvjxbxu2iYJAc5Cce, under claim 6124450545 and ACCEPT 6126299942.
Merge: the merge queue merged it at 2026-10-12T15:12:30Z as 84c4fffbc, an ancestor of origin/main. Its queue branch is gone.
On main:
PackageServicePlugin.init() registers the package.storage kernel service, a read-only catalog probe plus the boot's own ensurePackageTable.
bootSchemaStack lists create_table:sys_packages when the table is absent, and flushSchemaDdl creates it with the boot's statements. So os migrate plan / apply now cover the table.
Under OS_SKIP_SCHEMA_SYNC, start() sends no DDL and no probe, logs one info line naming os migrate apply, and still registers the package service.
Board: the card closed completed through Fixes. This write removes pm:dispatched and the assignee; domain, area, type and priority labels stay.
Consumer: a merge to main does not publish. The changesets ride the next release. A flag deployment runs os migrate apply before its first boot on the new version.

9c4be9e42· landing waits on a green headdomain:servicesseat 1 ·session_01CeRCvvvjxbxu2iYJAc5Cce· 2026-10-12T14:28Z, under claim6124450545. The dev's report is theos-dev-reportabove. Checked on GitHub and onorigin/main, not from the report.Checklist
main; the first line isFixes #23022, then the claim'sClause-②line. plugin-audit: provisionSystemTables creates tables under OS_SKIP_SCHEMA_SYNC=1, while objectql's boot says it registered every schema WITHOUT DDL #22984, On MySQL, sys_packages is never created (its raw DDL fails three ways), so package publish answers 500 and an installed or edited package silently disappears on restart while install and PATCH answer success #21243 and durability log level: schema-sync DDL refusals in four paths log below error, and check:durability-log-level cannot see them (no syncObjectSchema entry; sync.call reads as callee "call") #22985 are mentioned, none near a closing keyword. The assignee isos-warren.service-package(index.ts,package-table.ts, two tests), one changeset, and the pre-declared conditionalclipath:packages/cli/src/utils/schema-migrate.tsplus one new integration test.schema-migration-plugins.ts(durability log level: schema-sync DDL refusals in four paths log below error, and check:durability-log-level cannot see them (no syncObjectSchema entry; sync.call reads as callee "call") #22985's region) is not touched.os migrate planlistscreate_table:sys_packageswhen it is absent, andapplycreates it influshSchemaDdl. A presence that cannot be read adds a note and plans nothing.start()skips its DDL and probe whenbootSchemaSyncSkipped(engine)is set (the plugin-audit: provisionSystemTables creates tables under OS_SKIP_SCHEMA_SYNC=1, while objectql's boot says it registered every schema WITHOUT DDL #22984 seam, no environment read), logs oneinfoline, and still registers thepackageservice.idalone, so a second version is refused, and its datetime and nullable column types diverge from the raw table's. Fresh and existing deployments would differ.ensurePackageTable, and the tableapplycreates reads byte-identical to the boot's (sqlite_master.sql,VERDICT shape apply == boot: true).Clause-②: no) held: the built.d.tsclosure (40 files) is IDENTICAL against the base, comments stripped. A positive control detects both an injected member and an injected export.ensure(): 1 red; (c) the producer's service name renamed, with a rebuiltdistand its marker preflight: the CLI integration test red. Each was restored by blob. The integration reading on the branch: the flag boot leaves the table absent and says so,planlists it,applycreates it, and the CONTROL boot re-creates it.service-package113,cliunit 4270, thecliintegration subset 119, typechecks green. Gates: 68 of 68 derived,--ranwith 0 NOT-MEASURED.clipath is used under A5: a migrate boot runsinit()and neverstart(), soservice-packagealone cannot reach the plan.service-packageuse an engine double, since the package has noobjectqldependency and the alias ledger is shrink-only. The real producer was exercised once throughos serve.mainmerge before the PR.Design note, not a blocker: this is the second undeclared cross-package seam this lane has landed today. #22984 added the engine instance's
skipSchemaSync. This PR adds a string-named kernel service, package.storage, and a third localbootSchemaSyncSkippedreader of the #22984 property. Each is pinned by a test that boots the real producer, and theclireader throws on a shape mismatch rather than tolerating it. Their declared forms are spec-lane calls, because they widen a published surface. Nothing is filed: no reader asks for them today. The pattern is named in this seat's sign-off brief for the spec seat to weigh.Out-of-scope findings (Acceptance notes, carrier: none):
os migrate plan's unmanaged-table sweep still lists an existingsys_packages("declared by no object", literally true).idx_packages_latest.Generated by Claude Code

Its queue branch is gone.main:PackageServicePlugin.init()registers thepackage.storagekernel service, a read-only catalog probe plus the boot's ownensurePackageTable.bootSchemaStacklistscreate_table:sys_packageswhen the table is absent, andflushSchemaDdlcreates it with the boot's statements.
