fix: read the package manager version without shell args on windows - #1635
On Windows, nuxt upgrade and nuxt info print a DEP0190 deprecation warning on Node 24. The package manager version lookup spawns <pm> --version through a shell (package managers are .cmd shims there) and passes --version as an args array, which Node now warns about.
This moves the flag into the command string when a shell is used, so Node builds the same cmd.exe command as before and only the warning goes away. Other platforms keep spawning without a shell.
The new test runs the lookup with process.platform set to win32 and checks that no DEP0190 warning is emitted. It runs first in its block because Node emits that warning once per process.
Counted with a module.registerHooks load hook, compile cache disabled. Counts every JS module actually evaluated on that code path (native addons excluded). Built-ins loaded after bootstrap are counted separately, including the internal modules they load.

Install footprint and published tarball
Each version installed on its own into an empty project with nothing but @nuxt/cli as a dependency, so the tree is exactly the CLI and its transitive dependencies. npm cache is warm and the registry is only consulted for metadata, so install wall time is indicative, not a network benchmark.

Interleaved runs on a shared runner: trust the deltas, not the absolute timings. The dev, restart and build suites run locally via pnpm bench:cli.
System calls cannot be simulated consistently and are left out of the measure. The reported value understates the real cost. Switch to the Walltime instrument to measure them.

Walkthrough
On Windows, getPackageManagerVersion now includes --version in the quoted command string and passes an empty argument array. Non-Windows invocation is unchanged. A new test checks that the Windows call returns a string without emitting a DEP0190 warning.
No established merge-blocking risk remains in this change.

Explanation
The changed files are packages/nuxt-cli/src/utils/package-managers.ts and packages/nuxt-cli/test/unit/utils/package-managers.spec.ts. The source change replaces the local Windows quoting and shell configuration with the tinyexec helper. This is the same getPackageManagerVersion lookup that #1613 reports. The spec change adds a process warning capture for DEP0190 and a test that resolves the npm shim to a major.minor.patch version. Both changes support the objective of #1613. No unrelated implementation or test changes appear in the reviewed files.

Explanation
[#1613] The requirement is to stop the DEP0190 warning from the Windows package manager version lookup. At the reviewed head, getPackageManagerVersion in packages/nuxt-cli/src/utils/package-managers.ts no longer has explicit win32 branching. It calls normalizeSpawnCommand(command, ['--version']) from tinyexec and passes normalized.command, normalized.args and normalized.options to execFile. Whether this avoids DEP0190 on Windows depends on how tinyexec's normalizeSpawnCommand builds the command and arguments when a shell is used. The repository does not include that source, and tinyexec (^1.3.1 in packages/nuxt-cli/package.json) was not inspected. The previous PASS relied on the explicit win32 branch, which has been removed. The updated unit test no longer sets process.platform to win32. It runs only on the host platform and checks that no DEP0190 warning is recorded in afterEach. On Linux, this test cannot show the Windows behaviour described in #1613.
Resolution
Provide evidence that normalizeSpawnCommand in the locked tinyexec version, when run with win32 and shell enabled, places --version in the command string and returns an empty argument list. Alternatively, provide a Windows test run that shows no DEP0190 warning for getPackageManagerVersion. A test that sets process.platform to win32 would also provide this evidence.

Assert the exact version returned by the Windows fixture.
getPackageManagerVersion returns 'unknown' for any child-process error. The current toBeTypeOf('string') assertion therefore passes when the shell command fails. Real callers pass package-manager names, so process.execPath does not cover command-resolution failures.
