Stage npm from a published Release tag using the shared workflow. Remove package.json-triggered staging and Finalize, retain the deployment environment, and use per-tag concurrency.
Remove docs/releases.md and its README link; keep package-specific settings in workflow comments. Net reduction: 50 lines.
Validation: actionlint and shared caller contracts passed. Hosted read-only shared Verify passed lint, 47 tests, build, cleanup, and tarball inspection.
