Remove the repository's .githooks/pre-commit and .githooks/commit-msg files. Remove their unused lint-staged dependency, configuration, and lockfile entries, and remove the README's development-hook section.

Validation: clean offline npm ci, TypeScript build, all 47 tests, lint, and git diff --check passed locally. The local core.hooksPath setting pointing to .githooks was also cleared. PR CI passed all 10 jobs across Linux/macOS/Windows on Node 22/24/26; codecov/project and codecov/patch also passed.
