Bumps the version to 0.4.0 in
package.json,package-lock.jsonand the plugin manifest, updates the README status line and adds the v0.4.x line to ROADMAP.Since 0.3.2: #147, #148, #149, #150, #155, #157, #159, #160 (PRs #151–#154, #156, #158, #161, #162), plus
