Add email verification inputs

Builds on #304 (billing phone verification inputs, which also sends booleans as JSON booleans); merge that first.

Adds was_verification_successful and verification_time to Minfraud::Components::Email. They describe the most recent verification of the email address. When validation is enabled, the result must be a boolean and the time an RFC 3339 date-time.
