Add email verification inputs

Builds on #1969 (billing phone verification inputs); merge that first.

Adds the optional verificationTime (Date) and wasVerificationSuccessful (boolean) properties to Email. They are sent as /email/verification_time and /email/was_verification_successful and describe the most recent verification of the email address. The changelog bullet is in the same unreleased section as the phone inputs; move it if this ships later.
