Adds three optional inputs to the Billing request object: phoneVerificationMethod (DELIVERED_CODE, NETWORK, OTHER), phoneWasVerificationSuccessful, and phoneVerificationTime (ZonedDateTime). They send /billing/phone_verification_method, /billing/phone_was_verification_successful, and /billing/phone_verification_time, and describe the most recent verification of the billing phone number. Shipping does not get these inputs.
