The title and the controls beside it line up on their centres, and the two control clusters keep 8px apart. Every report keeps its size.

The report header centres what sits on its line and keeps 8px between the widget controls and the report's own, so these reports shift slightly. Every one keeps its size.
Built on the pin that PR's base branch records, so it stacks on the report-header work rather than on
6.x-dev. It will be rebased once the plugin-side PRs before it land.Checklist
