Clang/libFuzzer in Security and Evidence run 36316147544 found an ASan heap-buffer-overflow in decode_bit_field: raw BIT STRING with one unused-count octet, zero payload octets and nonzero unused count caused unsigned bit-count underflow. Reject that malformed input before iterating bits, and add OptFlds/inclusion regression tests. Isolated from Browser PR #130 to preserve no-engine-rewrite scope. Tracks #132. Gate on tests + ASan/UBSan corpus before merge.

Superseded by merged PR #213 (main merge 5b8b0b9860a14d620c33410c12fe2767a1a79e0e). The exact header-only BIT STRING unsigned-underflow guard was integrated from current main with expanded negative regression for unused counts 1 and 7, and passed 12/12 exact-head CI including GCC, Clang, Windows MSVC, sanitizer/fuzzer, Qt and MMS interoperability. Closing this outdated draft rather than merging its stale branch.
