Payments to a corridor can pause for scheduled maintenance. Today the
quote and receiver lookup endpoints answer USER_NOT_READY in that case,
so integrators cannot tell maintenance from a recipient that is not set
up yet.
Add CORRIDOR_UNDER_MAINTENANCE to Error403 and document it on
POST /quotes, GET /receiver/uma/{receiverUmaAddress} and
GET /receiver/external-account/{accountId}. Integrators can retry later.
