Summary

A user on 0.81.0 (Windows) could not send their browser notes to a Claude Code session. The tray said "Could not send the notes to claude 4: its mod refused it: the session was stopped and nobody has sent input since". Claude Code turns a mod's prompt down once the user stopped the session with Esc, until someone types at it.

relay.Submit carries only what the person at the window sends (browser notes, Fix CI errors, Resolve conflicts on the Pulls screen), so a refusal there now falls back to typing the message at the prompt, as a session with no mod already gets.

The fallback stays out of deliver. Errands and notices between agents keep the existing contract: a refused prompt is not typed (TestATaskAHookDroppedComesBackUndelivered, TestANudgeTheModRefusedIsSentAgain). Typing there would let an agent's message through a stop the user made.

Test plan

  • TestSubmitTypesWhatTheModRefused reproduces the refusal from the user's log; it failed with that exact error before the fix
  • gofmt -l ., go vet ./..., go test ./...
