Do not recompute parameter placement for resident states.

params_buffer_type_for probes operator support. For a loaded tensor, device_supports_param_op rejects the tensor because weight->buffer != nullptr. Both probes can fail, so the function logs an error and returns nullptr. Repeated capacity checks can therefore log errors and fail to set host_pool_in_use for a loaded operator tensor whose parameter buffer is host-pinned.

The loop also charges ignored and optional-missing tensors. The normal parameter-loading path skips those states, so they can remain unloaded and their bytes can be counted as missing host capacity.

Skip null, ignored, and optional-missing states. For unloaded states, use params_buffer_type_for and add their tensor size. For loaded states, inspect the actual parameter buffer without calling params_buffer_type_for. A staged state needs special handling: state->tensor->buffer points to the compute staging buffer, while the matching ComputeStagingBlock::staged_tensors entry retains the original parameter buffer. Use that retained buffer to preserve host-pinned accounting.

Review comment at @src/model_manager.cpp around lines 1877 - 1887:
Update the TensorState loop to skip null, ignored, and optional-missing states.
For unloaded states, retain the params_buffer_type_for check and missing-byte
accounting; for loaded states, determine host-pinned status from the actual
parameter buffer without calling params_buffer_type_for, using the matching
ComputeStagingBlock::staged_tensors entry when the tensor is staged.

🩺 Stability & Availability | 🟠 Major | ⚡ Quick win

Do not turn the 1 GiB reclamation watermark into a hard refusal.

requires_reclamation becomes true whenever ullAvailPhys < 1 GiB. This happens even when required_host_bytes is only the 1-byte floor and available_host_bytes is positive. The changed final check at Lines 2131-2132 now rejects the request whenever requires_reclamation is set. fits_compute_backend_capacity also rejects it.

Consider a Windows machine where other processes or resident pinned weights hold available memory between 512 MiB and 1 GiB. After eviction, nothing evictable is left. ensure_compute_backend_capacity then returns false and the run fails. Before this change, the same request continued. The code comment describes 1 GiB as a "proactive reclamation watermark", but the code uses it as a refusal threshold.

Keep the watermark as an eviction trigger only. Use a separate flag for it. fits() inside ensure_compute_backend_capacity can treat that flag as "keep evicting". The final check should accept the request when fits() holds and only the host watermark flag is set.

Proposed direction
 struct CapacityCheck {
     ...
     bool requires_reclamation     = false;
+    bool host_reclaim_advised     = false;
-            if (status.ullAvailPhys < host_reclaim_watermark) {
-                result.requires_reclamation = true;
-            }
+            if (status.ullAvailPhys < host_reclaim_watermark) {
+                result.host_reclaim_advised = true;
+            }

In ensure_compute_backend_capacity, make the eviction-loop fits() lambda also return false when host_reclaim_advised is set. Keep the final check as !requires_reclamation && fits().

In CapacityCheck, keep the 1 GiB host watermark separate from

Evict host-pinned states and restore their residency after release.

can_demote_to_disk accepts an eligible host-pinned state, but add_evictable_state uses staged_to_compute_backend as its residency check. An offloaded host-pinned state therefore never enters eviction_states, so this reclamation path can evict device staging while retaining the host-pinned parameter block.

Insert host-pinned states directly into eviction_states:

Suggested fix
         state->residency_mode = ResidencyMode::Disk;
         demoted_states.push_back(state);
-        add_evictable_state(state);
+        if (host_pinned_states.count(state) != 0) {
+            eviction_states.insert(state);
+        } else {
+            add_evictable_state(state);
+        }
         if (release_eviction_states()) {
+            for (TensorState* demoted : demoted_states) {
+                if (host_pinned_states.count(demoted) != 0 &&
+                    !demoted->loaded_to_params_backend) {
+                    demoted->residency_mode = ResidencyMode::ParamBackend;
+                }
+            }
             revert_demotions();
             return true;
         }

The second change is required because revert_demotions() restores only states whose storage remains loaded. execute_graph can later call assign_compute_backend for the same graph. A released state still marked Disk makes params_follow_compute true, so assign_compute_backend can set params_backend = compute_backend. prepare_params then reloads the tensor using the compute-backend buffer policy instead of the offloaded host-pinned policy.

Review comment at @src/model_manager.cpp around lines 2103 - 2107:
Update the demotion flow so eligible host-pinned states enter eviction_states
directly instead of relying on add_evictable_state’s staged_to_compute_backend
check. After release_eviction_states succeeds, restore unloaded host-pinned
states to ParamBackend before revert_demotions, so later assign_compute_backend
and prepare_params preserve the host-pinned loading policy.

Demote host-pinned states only when the host dimension fails.

can_demote_to_disk now accepts every eligible host-pinned state, whatever dimension caused the failure. This includes builds without _WIN32, where available_host_bytes is always SIZE_MAX and the host dimension never fails. When device memory or budget is the only failing dimension, this loop still demotes and releases host-pinned offloaded parameter blocks. Releasing them does not free device memory, so fits() stays false. These weights must then be reloaded from disk.

This adds disk reloads after device-pressure eviction, and those reloads do not help the request fit.

Run the initial check once before eviction. Accept host-pinned states only when host memory is short.

Review comment at @src/model_manager.cpp around lines 2106 - 2107:
Update the eviction flow around `can_demote_to_disk` to run the initial
`check_capacity` before eviction and determine whether host memory is short.
Only allow `host_pinned_states` to make a state eligible for demotion when that
initial check indicates host-memory pressure; preserve `device_resident`
eligibility unchanged.
