GitHub integration code has poor test coverage #649

The private/github.rkt file has very poor test coverage and needs more tests. Most of the code in there is relatively easy to test. I think refactoring-results->github-review is the only tricky one, since there aren't any utilities currently to easily construct fake/stubbed refactoring results. That one can be skipped for now.
