fix: list the HyperI wallpaper in the GNOME picker - #117

The SOE wallpaper is now also registered in /usr/share/gnome-background-properties, so it stays selectable in Settings > Appearance after a user picks another background. The block moves to its own wallpaper.yml with a wallpaper tag, since the gnome.yml include only runs for winlike/maclike.

The SOE wallpaper now also lands in /usr/share/gnome-background-properties, so it shows up in Settings > Appearance and you can get it back after picking something else.
wallpapertag runs just this. It stays SOE-only: winlike, maclike, soe-gui and wallpaper reach it; contributor and the default run do not.--tags soe-guinow sets the wallpaper too (it was winlike/maclike only).Validated on dragonfly with
--tags wallpaper: failed=0, background restored, picker entry present. hyperi-ci check green.
