google-cloud-spannerback to the bulk release pull request for consolidated release management.Context
In PR #18335,
google-cloud-spannerwas temporarily moved to individual releases. This change reverses that migration by moving configuration and version metadata from individual release files back into bulk release files.No package version bump is included, as the library code itself is unchanged; the current version (
3.71.0) is preserved and moved between manifests.
